TERRESTRIAL DIGITAL TELEVISION FOR CHILE

We are very close to enter the digital era of the television. On 2008 we will have determined a practical standard that will establish the standard of television that will be used in our country: the American (ATSC),  the European (DVB-T) or the Japanese (ISDB). This decision is incumbent on to the Undersecretary's office of Telecomunications (SUBTEL) of the Ministry of Transports and Communications.

The National Council of Television (CNTV), once fixes the norm or technical standard that will prevail in our country, will have a fundamental roll being the organism obliged by law to grant, to modify, to renew and to expire the concessions of services of television of free reception. Digital television would potentially allow to have more supply of channels, because we  will need a less band for to transmit of the same amount of information; therefore, radio electric band phantom today assigned to  television - VHF and UHF-  could lodge in the future more signals than today.

The debate about Terrestrial Digital Television (TVDT) requires solid information from the base. As soon as the SUBTEL begins a period of public hearings, with the purpose of listening to all the involved actors, before making a technical decision, we at CNTV also are learning us more about in the subjects that are related to with our legal attributions in face of the possible modifications in the kind and number of the concessions during the migratory process to digital.

As part of this discernment process, the Council in extraordinary session on Monday 13th November 2006, invited the lawyers Lucas Sierra,  Investigator of the Centro de Estudios Públicos (CEP) and Ángela Vivanco, Legal Adviser of the National Association of Television (ANATEL), to make a presentation on the subject of legal matters of concessions in general, and the concessions of television services of free reception in particular, as well as of the implication that it would have had in the beginning of terrestrial digital television (both exhibitions are available clicking in the respective name).

Next, also we make available to the public some previous studies, as much from the CNTV and from other organizations, with the purpose of approaching all the information referring to the subject.
